Persons Committing Domestic Violence are Arrested

Several persons were arrested on St. Thomas and charged with various acts of Domestic Violence.  

Cecil V. Rouse, age 61, was arrested at about 7 a.m. on Tuesday, May 22 and charged with Assault First Degree Domestic Violence. Police said Rouse shot his wife in her abdomen with a hand gun at their Estate Anna’s retreat residence. The victim was taken to the Roy L. Schneider Hospital and Medical Center for treatment. The suspect was held at the Bureau of Corrections without bail according to the domestic violence law pending his Advice of Rights hearing.  

Benjamin L. Winston, 34, was arrested and charged with Destruction of Property Domestic Violence after he damaged his girlfriends’ vehicle and threatened to kill her. The incident happened on Monday, May 21 at about 11 a.m. near Red Hook Plaza. Winston was jailed without bail according to the domestic violence law pending his Advice of Rights hearing.  

Joel Lee Vaughn was arrested at about 7 p.m. on Monday, May 21 when he violated a restraining order that was in place against him. Vaughn was present at the home of his former girlfriend in violation of a court order. While there Vaughn threw something at the victim and was also arrested for Simple Assault Domestic Violence. He was jailed without bail according to the domestic violence law pending his Advice of Rights hearing.  

Alcenda Gumbs, 30, was arrested and charged with Simple Assault Domestic Violence a few minutes before 8 p.m. on Monday, May 21. Police said the female suspect was identified as the person who struck her son’s father with a glass bottle. She was jailed without bail according to the domestic violence law pending her Advice of Rights hearing.  

Claude J. Maduro, 58, was arrested and charged with False Imprisonment Domestic Violence on Tuesday May 22 at about 11:30 p.m. Police said Maduro locked his sister in an office building and refused to let her leave. Claude Maduro was jailed without bail according to the domestic violence law pending his Advice of Rights hearing.  

And 19-year-old Ezra Gomes III was arrested and charged with Aggravated Assault and Battery Domestic Violence after he struck his mother several times with his closed fist. In assault happened in the Oswald Harris Court housing community. Gomes was jailed without bail according to the domestic violence law pending his Advice of Rights hearing.
