This bureau will be composed of three (3) sections: Research & Development, Statistical Analysis and Records Management. Its primary mission shall be to provide supervision of the Planning process in every element of the Department. In so doing, it shall be responsible for reviewing periodically all Department plans, analyze operations and system, research and develop improved operational methods, analyze crime and other statistical data. This is, in order to direct the resources of the Department more efficiently, analyze the allocation and deployment of manpower, draft orders and other directives, and to review and establish operational and administrative procedures.

This bureau is also, responsible for the systematic centralization and control of records from creation through storage maintenance to final disposition. The activities of the bureau must be conducted in an efficient and effective manner so that it meets the information requirements of the department.
