Biography of James H. McCall
Commissioner of Police
Commissioner McCall brings a wide range of federal and local experience to the VIPD. Mr. McCall serves as Commissioner of Police while employed as an agent of the Bureau of Alcohol, Tobacco, and Firearms and Explosives (ATF), and was assigned to the Washington, D.C. office prior to joining the VIPD.
Prior to his appointment, Mr. McCall served as the "Loaned Executive" to the Combined Federal Campaign, where he was tasked with the management of the Homeland Security Agency's contribution by its 20,000 employees.
Mr. McCall simultaneously served as ATF's Ombudsman. As ombudsman, Mr. McCall was a member of the ATF Director's executive staff and was responsible for apprizing the Director and the executive staff of systemic issues that might have been potentially damaging to the agency's reputation and integrity.
He received his Bachelor of Arts degree in Communications in 1972 from the University of Houston. He received his Master of Arts degree in Psychology from Texas Southern University in Houston, Texas in 1977.
Mr. McCall served as the Acting Assistant Special Agent In Charge (ASAC) in the Charlotte, North Carolina Field Office, ATF's largest field division.
He also served as Program Manager with the Office of the Ombudsman. He served as Program Manager with the Office of the Liaison and Public Information.
Mr. McCall is no stranger to the U.S. Virgin Islands. He was assigned to the Virgin Islands field office from 1991-1994, where he worked closely with the Virgin Islands Police Department in firearms and arson investigation. He helped formulate the VIPD gun squad, which was designed to curtail the trafficking of illegal firearms into the Virgin Islands.
Mr. McCall joined the ATF in 1984. In 1989 he was selected to become a member of the Armed Criminal Enforcement Study (ACES) in Washington, D.C. The ACES detail was established and designed to curtail the gang-related drug-related violent homicides in the Washington, D.C. area.
In 1990 he was selected as one of the original members of the ATF Special Response Team (SRT), the equivalent of a police S.W.A.T. team.
Mr. McCall served as a police officer with the Houston Police Department from 1978-1984. He was assigned to the Intelligence Unit and the SWAT team.
From 1975 - 1978 he worked as a Classification and counseling officer with the Harris County Sheriff's Department.
From 1972 - 1975 he worked as an Adult Probation Officer with the Harris County Adult Probation Department.
Mr. McCall's relationship with the federal government and expertise in the field of weapons and explosive ordinance, in conjunction with his leadership style is a valued asset to the Virgin Islands Police Department and the community.
