Detective Eugene Alcendor, by authority of Former Police Commissioner, Novelle E. Francis, Jr. is designated Compliance Coordinator for the Virgin Islands Police Department, effective June 14, 2009. As Compliance Coordinator, he is expected to serve as liaison between the Virgin Islands Attorney General’s Office, the VIPD, the Monitor and the United States Department of Justice (USDOJ). Ensure that the VIPD complies with all aspects of the Decree, to include Evidence room and OSHA compliance. Facilitate the provision of data, documents and other access to VIPD employees and material to the Monitor and USDOJ as needed; ensure that all documents and records are maintained as provided in agreement; assist in assigning compliance tasks to VIPD personnel, as directed by Police Commissioner or his Designee. The VIPD Compliance Coordinator will take primary responsibility for collecting the information the Monitor requires to carry out the terms of decree.
Additionally, the Compliance Coordinator shall perform other related functions assigned by the Police Commissioner.
The VIPD consent decree committee currently consists of the following personnel: Attorney Sheri Lewis, Internal Affairs Director Curtis Griffin, Director of Training Lt. Arthur Hector, Sr. and Compliance Coordinator Detective Eugene Alcendor.
